Phoenix Design Partnership was appointed by Taylor Wimpey South Wales to provide civil and infrastructure engineering services for Melin Newydd, a major residential development in Miskin, Rhondda Cynon Taf, delivering approximately 460 new homes.

A key aspect of the commission involved the development of detailed cut and fill earthworks models to create efficient and developable land platforms while minimising off-site material movements. Through careful earthworks optimisation, Phoenix provided a balanced solution to maximise site viability and support phased delivery.
Phoenix developed the site’s comprehensive drainage strategy and secured Sustainable Drainage Approval Body (SAB) approval. The SuDS design incorporated bioretention verges, swales and attenuation basins to provide both water quantity and water quality benefits. Given that surface water ultimately discharges to the environmentally sensitive Afon Clun, the provision of a robust treatment train was fundamental to the drainage design, ensuring compliance with Welsh SuDS standards and protecting the receiving water environment.
The development also required the design of both stormwater and foul water pumping stations to facilitate drainage across the site and connect to the wider network.
Phoenix undertook the detailed design of the principal site access points and associated Section 278 highway improvements on the A4119. The works included the introduction of additional carriageway lanes and signalisation of the junction to improve capacity, facilitate safe access to the development and enhance the efficiency of the surrounding highway network.
Through the integration of earthworks, drainage and highway infrastructure, Phoenix has helped facilitate the delivery of a sustainable and well-connected new community, providing approximately 460 homes in one of South Wales’ key growth areas.
