Phoenix Design Partnership has provided civil engineering services for the landmark Parc Llanilid development in Rhondda Cynon Taf, a strategic residential scheme comprising eight phases and delivering up to 1,850 homes together with a future local centre.

At the outset, Phoenix developed a comprehensive earthworks strategy to create a more developable land plateau across the former opencast site. Through detailed modelling, a balanced cut-and-fill solution was achieved, minimising material import and export while maximising development efficiency.
Phoenix designed the site-wide infrastructure framework, providing a robust ‘plug and play’ solution for the phased delivery of up to 1,850 dwellings. This included the design of spine roads, large conveyance ditches and the remodelling of an existing detention basin to accommodate additional surface water flows generated by the development.
To facilitate access to the site, Phoenix delivered the engineering design for a major Section 278 highway scheme on the A473, comprising a four-arm signalised junction, a four-arm roundabout and shared pedestrian and cycle routes to promote sustainable travel.
Detailed engineering design has been undertaken for Phases 1–5, with Phoenix also providing the infrastructure engineering and technical support required to secure Reserved Matters approvals for Phases 6–8. Engineering input for the proposed local centre will follow as the development progresses.
Phoenix continues to support the ongoing evolution of the site, including the diversion of the Nant y Goffer watercourse through the securing of Ordinary Watercourse Consent to facilitate future phases. In parallel, Phoenix is working with Persimmon Homes to deliver a section of the Green Transport Link, connecting with the Rhondda Cynon Taf County Borough Council-designed route to provide a strategic alternative corridor that will help relieve traffic through Llanharan.
By establishing a coordinated infrastructure framework from the outset and continuing to support the development as it progresses, Phoenix has enabled the phased delivery of one of South Wales’ largest residential developments, creating the infrastructure necessary to support a sustainable new community of up to 1,850 homes
