Phoenix Design Partnership provided civil engineering services for the White Horse View and adjoining Bitham Park residential developments in Westbury, Wiltshire. Together, the two schemes deliver approximately 520 new homes, supported by strategic highways, sustainable drainage infrastructure and high-quality residential engineering.

Phoenix designed the civil engineering infrastructure for both developments, including site access arrangements, internal highways, drainage networks, SuDS features and detailed plot engineering to support the phased delivery of this landmark residential scheme.
The Section 278 highway works comprised a new compact roundabout on Trowbridge Road together with a new priority junction, pedestrian crossing facilities and relocated bus stops, providing safe and efficient access to the development while improving connectivity for all road users.
Phoenix developed a comprehensive surface water drainage strategy incorporating four attenuation ponds and an attenuation swale. Designed with permanent water levels, these SuDS features enhance the landscape, improve water quality and deliver biodiversity benefits whilst restricting runoff to greenfield discharge rates. Surface water is conveyed via headwalls and existing watercourses, replicating natural drainage patterns and ensuring sustainable long-term performance.
The internal highway network was designed in accordance with Wiltshire Council standards and the principles of Manual for Streets, incorporating traffic calming features including carriageway narrowing, raised tables, block paving and appropriate visibility standards. The highway layout was also designed to safely route exceedance flows during extreme rainfall events, enhancing the resilience of the development.
Phoenix designed the foul drainage network to discharge via gravity to a new pumping station, with flows transferred through a rising main to the Wessex Water sewer network. Close collaboration with Wessex Water and specialist pump manufacturers ensured an efficient, coordinated and adoptable solution.
Detailed plot engineering formed a key element of the commission, with finished floor levels, private drainage and external levels carefully designed to minimise retaining structures, maximise usable garden space, provide accessible routes in accordance with Building Regulations and create a development that integrates naturally with the site’s topography.
Through the successful integration of highways, drainage, SuDS, utilities and plot engineering, Phoenix has delivered innovative civil engineering solutions that have supported the creation of a sustainable, resilient and attractive new community in Westbury.
